To ask a second question, let's say, for purposes of discussion, that the federal government grants $100,000 to the Manhattan DA's office under some program or another. In that hypothetical case, it is clear federal money was given to a local entity. Oversight is therefore legitimate but only within the limits of the program under which the money was granted. The strings attached will vary from program to program.
For example, a federal grant to a police department to buy bulletproof vests for the officers does not give a congressional oversight committee the authority or grounds to investigate unfair hiring practices where the chief is hiring unqualified friends and relatives while excluding the employment opportunity to others better qualified.
More to the point, even if Bragg's office received federal money, federal oversight of that office is limited to the strings attached to that money per the program rules.
At least that's how I think it works. No expert on this, but I would think federal money alone does not give committee chair Jordan the authority or jurisdiction to oversee all aspects of the DA office.
