    There will always be trucks in whatever city you are in. However, your carrier should hopefully provide you with info as to how many of THEIR trucks are in the area. They may also be able to provide you with info as to whether the area is overloaded with similar vehicles.

    Oh, I complete agree with you that the driver needs to stay. However, if the driver cannot gain access to the parking lot, then I would be ok with him waiting at a safe venue within spitting distance. Unfortunately, this was NOT was the driver did.
