No, he wasn’t beaten. It looks like the older fellow lost his balance due to the officer aggressively twisting his arm and him spinning around on the slick surface.
But agree just give him a ticket if they felt compelled for some reason.

There are a number of reasons why someone could continue to post lies and falsehoods.
Innocently relies on questionable sources to be informed, no due diligence to ascertain veracity ...
Simply too stupid sort out the truth from lies.
Operates in bad faith (knows the lies are lies and continues to push them anyways ... possibly for partisan reasons)
Many possibilities.
The subject is --- was he beaten.
He was not.
Therefore the claim of a beating was a lie.
On further review maybe he was beaten.
