OVM, you are missing the history completely.
Johnson succeeded in doing what Roosevelt (TR), Wilson, Hoover, FDR and Truman all tried to do. LBJ got it done on the wave of empathy from the JFK killing. JFK didn't do much of anything during his administration other than screw women.
See if you read about these people and see what their motives were, then you would understand the point they are trying to make.
TR and Hoover, even though were republicans, their intentions were not about race or class but it fell into that category in history. Hoover actually proposed a lot of the new deal social programs during the '32 campaign.
Wilson, the democrat who segregated the military after 50 years of real desegregation saw social programs as a way to control the minorities which by the way included eastern European immigrants. He didn't get far, his stroke put a stop to a lot of things.
But Johnson who was a real politician, more so than Truman, saw the advantage to putting a lot of these social programs in place and make people fully dependent on the government.
They knew what was going to happen, they knew that the push for minorities who looked at the government for help would become dependent and demand more.
Hispanics were not minorities, and in fact really are not today. Even Italians were on the same footing as Hispanics until the 1960's.
