WASHINGTON — The average weekly retail price of a gallon of on-highway diesel dropped for the second consecutive week, falling 2.2 cents to $2.957 for the week ending Aug. 23, according to the Energy Information Administration of the Department of Energy.

The price remains 28.9 cents higher than one year ago.

The decline was in line with the drop in the price of oil, which fell to 72 cents Monday to settle at $73.10.

Every section of the country experienced a decline except the Rocky Mountains, which increased one-half cent.

The largest decline was a 2.5 cent a gallon drop along the East Coast
