Cell Phone…

The National Transportation Board (NTSB) recommended commercial drivers be banned from using both hand-held and hands-free mobile phones while driving. Safety board Chairman Deborah Hersman said a cell phone ban could save lives on highways. "Changing behavior can start right now, for drivers of big rigs, but also for the rest of us," Hersman said. "When you are at the wheel, driving safely should be your only focus."

In my experience I would rather be on the phone then talking with a passenger.   I have found that when I talk with a passenger I have a tendency to turn and look at them eye to eye.   When I am on the phone I am scanning the road, scanning my gauges, and scanning my mirrors constantly.

Taken from OOIDA’s comments in response to notice of proposed rulemaking docket no. FMCSA-2010-0096. A naturalistic study focusing on driver distraction in CMV operations conducted for Virginia Tech Transportation Institute (“VTTI”), that addressed the prevalence of driver distraction in CMV safety-critical events (defined as “crashes, near-crashes, crash-relevant conflicts, and unintentional lane deviations”), shows that talking or listening on a hand-held cell phone in real-world driving conditions does not create any increased risk of such safety-critical events for CMV drivers.

There are many uses for communication while someone is driving.  Two-way communication is used in NASCAR between the crew chief and the driver at very high speeds and a lot of stress.   While crashes do happen in racing I do not believe the two-way communication is being blamed.   Airline pilots use communication between the tower and themselves while taking off and landing their planes.   Police and emergency response personal use phones as well as two-way communication to stay in constant contact with dispatch even while in a high-speed chase.

What all of us have in common is we are professionals and as professionals we often do not take calls when all of our concentration needs to be on the road.   Placing a ban on cell phone use I believe will cause a hardship on many commercial drivers.
