Trucks Not Moving From Pumps

Diane and I are at the Petro at Raphine, VA. It is about 8:45 p.m. local time. On the PA system, staff is begging drivers to move their trucks from the pumps. "If you have fueled and are at the pumps, please move your truck." "If you are not purchasing fuel but are parked at the pumps, please move your truck."

There have been sporadic reports from Open Forum members about delays at the pumps that they attribute to drivers using pump parking to fulfill the 30 minute break that became mandatory with the July 1, 2013 HOS rules change. We do not know if what is going on at this Petro is an example or just a function of the rush that often develops at truck stops this time of day.

I do know that I have never heard an announcement like what we heard this evening. There have been announcements about a particular truck that was at the pumps too long, but I've never a general announcement to all drivers to move their trucks from the pumps.

Regarding the pumps themselves, it was a zoo. Trucks backed up in all lanes, blocking traffic behind them and making it difficult for trucks to get out ahead.

The vast majority of the time I have seen the pumps get used to take a break the truck had an EOBR. I don't know if an EOBR means that they can't even move slowly to a parking space but it appears they are worried about it.

why block the fuel island- when you can take a brake while loading your truck?

I recently read an article say some dot officers consider that a violation of the mandatory break...first article I read said you could, next said no. The rulemakers aren't sure what the rules are!

Yes, but how do you know they are taking a 30 minute break at the pumps? Yes, the trucks may be there, but in many cases they were there before. I went back and looked. The fuel island at this truck stop is designed in a way that makes it difficult for trucks to get out even in the best of circumstances. The mess may have been the ordinary rush. Or it may have been due to even one driver who chose to stay and thereby messed things up.

But how do you know?

Because loading generally takes place too soon after starting the day, and would require a second break after eight hours on duty.
A couple nights ago, I was faced with a choice: park before the break was required, or continue running through Atlanta and risk running over on the clock. I really wanted to get Atlanta behind me before the rush hour started, but there's no way to guarantee I'd get parked in time - the rule is inflexible. And counterproductive. And stupid.

When I stopped at a small truck stop just a little north of Binghamton, NY I saw 2 take their breaks there. The first went in, grabbed some food, ate, waited a few minutes, and then left without buying fuel. The second grabbed what I believe was the Truck Paper, read it for awhile, and left without a fuel purchase. Both of these drivers were there for about 30 minutes before leaving and both had EOBR's.

I can, and sometimes do, but the Parkers are the t/t drivers, and they usually don't load more than once a day. Or that was my experience when I drove t/t, anyhow.
Or maybe they could [break while loading] if they wanted to, but they prefer taking 30 minutes off instead - who knows?

Unfortunatle too much of the PARKING on the fuel Island is the Rudeness and lack of preofessionalism for the other drivers. Ive seen this over and over and it does make you mad, watching a guy put the fuel hoses into his truck and then walk inside and stay there for far too long, then come out and PUMP FUEL....I usually write it off to the few guys out there who think they deserve or someone owes them something...they can do what they want who cares what others need or the schedule they have....If we dont act professional to each other how can we expect anyone else to....and that counts on the fuel Island especially, if its getting worse and people are using that to take the 30 minute break there Thats wrong and there a JERK, Unlike the JERKS who just go inside have a sandwhich, shave , shop and then come out and pump your fuel....

I've seen the exact same thing happen. Twice that I can recall the trucks at least pulled up to and then on through the pumps, to the same place you'd fuel up and then pull forward. But today I saw it where a truck pulled up to the pump, and the driver and his co-driver both went inside and sat down and watched TV. Thirty minutes later, they went back to the truck without buying anything at all, and left. This was as the J in Saginaw.

I'd comment on what those two are but half of it wouldn't pass the censor and the other half someone would get their delicate sensibilities in a wad.

Yep most of them don't speak english. I thought the old man was going to come out of the coffin the other day when i was at the fuel pump and a ukraine driver was waiting for pizza to come out of the oven.

I had to take mine in the exit at the pilot at x81 in Murfreesboro tn. Not that I wanted to but due to an accident that had a 2 hour backup I couldn't make it to the place I PLANNED and the lot was full. Red light on my Qualcomm telling me if I proceed to move would result in HOS violation. Gotta do what you gotta do.

I'm just a van driver. I'm just a van driver that purchases gas, not diesel. I'm just a van driver, but I have been around the block a couple of times. I'm just a van driver, but I have heard the generic announcement to move your truck from the fuel island after fueling. I'm just a van driver, but I think I've heard that announcement more than once. I'm just a van driver, but I think I've heard that announcement more than twice. I'm just a van driver, but I think I've heard that announcement more than thrice............................................................................
