A nod can be an acknowledgment that one has simply heard what someone else has said.

It doesn't necessarily imply total agreement (difference between what the speaker intends and what the recipient hears and understands)

As to what are and aren't war crimes, that's largely established.

As outlined at Nuremberg I believe, what Russia has done would certainly seem to qualify.

The owner of the private merc company (PMC) he's speaking of is a guy who goes by the callsign "Wagner" (the favorite composer of Hitler I believe) and is a rather nasty looking fellow.

I saw a picture of him last night but I couldn't find my way back to it, otherwise I'd post.

But a simple description should give you an idea - the guy was bare-chested in the photo and has three tattoos:

The first one on his left breast is this Schutzstaffel eagle:

The other two were at his collar bones on either side of his neck and were the runes that would go on the collar of the SS uniform.

Putin is sending an actual Neo-nazi to hunt down a Jewish man he's accusing of being a nazi.
