Multi-generational welfare recipients should be enough evidence and those families do exist. Women who intentionally get pregnant because they will get more assistance for each baby they can come up with and they do exist. I've seen the records first hand. Gimme goobers could be a very accurate label for them. Certainly they are not all of the people on assistance but just as certainly they are a segment of them. Thinking otherwise is ignoring a part of reality.

That makes perfect sense.

I may be jaded in the other direction having been a volunteer at the Los Angeles Mission and feeding thousands of meals to the needy and preparing them for employment. I met many who wanted to rise above and I would like to believe that they make up a segment as well.

I suspect they are the majority but my dad's medical practice included many of those I mentioned and whose status and records I have direct knowledge of.
