I sort of agree with you, and I do the shopping so I know what things cost BUT as pointed out, it has to do with benefits of state workers of a state where they are paid very very well and a place where fresh is not just a term.
WITH that said, being fat is caused by a lot of things, one thing is stress and another is depression - you don't always have to eat too much to gain weight. I know this from experience, and know that most of the 'low cal' diets DON'T work for a lot of us FAT people.
I know nutrition & metabolism are complex, but the majority of obesity is caused by eating too much of the wrong things, [sugar, fat, salt, processed 'stuff'], and too little exercise.
I'm as guilty of eating unhealthy as most [confession of a cupcake junkie], but I don't work at the Health Department, so nobody reports my choices to the media. And the dog makes me walk several times a day, whether I feel like it or not.
There's a lot more to losing weight than counting calories, and I bet the Health dept has programs for employees to help with stress and mental health issues, as well, so healthier food is part of the package.
My point is this, to reiterate - they should not complain, they have a job and they work at the whim of the public.
