How do you intend to keep them from killing guards and other inmates? We don't want solitary, we don't want execution, what do you do? ZERO second murders is the goal. We NEED an answer. I hear reasons why not to do this or that, all good ones, but I NEVER hear a viable solution from those who don't want this or that for whatever reason. You can't have it both ways. There MUST be a solution. I am waiting.
Zero motor vehicle accidents is a goal too, but I wouldn't hold my breath waiting for it to be achieved - it's as unrealistic as the 'goal' you posit. If you "NEED" an answer, then pity is all we can offer, because there simply is no answer.
A goal that is more reasonable, though, is justice, and that's what our civilized society is trying for. It's not perfect [what is?], but it's the best compromise we can manage between restricting freedom and protecting rights.
As a civilized society, we have long since decided the risk of an error is inevitable, and we prefer it to be in the favor of a person whose actual life or freedom is more important than the potential [and often imaginary] risk to society. That's in the abstract, of course, as some of the people so favored are despicable - but they are still people, nonetheless. If life matters, that must include even theirs, because of those errors mentioned.
