So If I were to, let's say, observe a guy, maybe in brown coveralls, crawling under my van, I should call the cops?

I could not say that there was anything illegal going on in that case. Did report it to the manager of the truck stop. In the case of a plugged in car, it was obvious there was illegal activity going on. In the case of school property it is doubly important.

There does not have to be irrefutable proof to bring charges, there was probable cause. The proof part comes at trial.

He also admitted that he had been told that he wasn't allowed on school property any more, but said that he was never told he could not take power from an electrical outlet on the property, but that it was an excepted practice that he's done many times in the past.

Not allowed on school property anymore. So I guess the car drove itself onto the property and plugged itself in since he wasn't allowed. Now, if it had been an accepted practice in the past I'd wonder who decided that was acceptable although I suspect it was only him. And yeah, he very well may be an abortion advocate as well as an Obama voter if his words and actions in this circumstance are accurate indicators of who he is.

And it is the responsibility of every citizen who sees something illegal going on to report it. All of this happened, not because a citizen did as they should, it happened because someone was trespassing and plugged into a plug that he had no permission to plug into.

If I did that, I'd be busy ALL DAY, telling on these wonderfully asinine drivers. Illegal IS illegal, isn't it?
