You've certainly hit on a "sore spot" with us. The problems we've encountered with toll pricing and our tag axle have not been exclusive to border crossing. Any place that doesn't accept our E-Z Pass is suspect to us. Reason being, we began to notice differences in tolls we were charged in crossing the same toll booth both ways on the same day.
I don't know that there's anything written concerning this, I've never researched it. Common sense (not very popular these days but we can always hope) would dictate that you would pay only for those axles on the ground. I mean, why would they charge you for every axle you have?? I don't think these trucks that have multiple axles would stand for that at all!!
Our most recent problems were on the Florida turnpike where it seems to be at the discretion of the person at the booth and I'm not satisfied with that. We now take the time to confirm with the question "that's 2 axles, right"? I was amazed on this last trip just how many actually changed the toll, not having looked close enough to see that the tag wasn't down.
The requests on this recent trip to Florida were all met with politeness but I will add that one time in Houston, Jim had to tell the girl that he'd just came through the other way an hour before and the person over there had only charged him for axles on the ground. She was pretty stubborn about it but eventually did change his toll. I guess it just boils down to your mood of the day and just how much bantering you want to do to put that money in your pocket and not the state's that you're driving in. For us, it's become a quest of sorts to encourage people to pay closer attention to their jobs while charging us the correct toll.
