Paul is right about the risks of provoking a dangerous situation when confronting a stranger about his or her unacceptable behavior. My own disposition is such that tend to run toward a fight instead of away from one. I'm not saying that is a good thing, but it is my nature to get involved.
I have confronted people in the act of public urination several times and the result is always the same. They respond with an obscenity or obscene gesture and walk off as if they did nothing wrong. An instant later, they will deny they did the deed.
Enter cell phone cameras and a new way to make trouble for those who urinate in the shared spaces others use. Instead of confronting them directly, I will photograph them and make a report (not anonymous) to the police, truck stop manager and the offending driver's carrier.
If these offending drivers start to get the idea that they might be photographed and reported by other drivers who object to public urination, they will think twice before messing up a parking lot and go inside to use a toilet instead.
