That's not really the issue, OOS is a management thing but retention within the fleet is not.
You can call people when they are out of service and a lot of the times they will do some work for you but you can't call them when they terminate the contract.
The signing bonus is another attempt on retention in more competitive market.
I don't see the proactive use of resources with CC as they could be. I mean with their fleet, their trucks and vans shouldn't have more than 10 hours dwell time during the week but I keep hearing some having 24 to 36 in a busy market. But then again CC isn't ... well the bread and butter group.
