No one should get offended. By most driver's standards, it was a crap run dumping you in a crap area. Pretty low miles and, per contract, it wasn't going to pay much.
I don't operate on standard driver contracts. Sometimes IMO dispatchers DO cover these with their own drivers after posting the load first. I've lost many bids after getting emails back like....

My driver finally called back.
My coworker covered it with one of ours.
Stuff happens. I also think, sometimes, loads are posted to see what the "market rate" is for that load. Then the dispatcher decides whether to lose his own driver to the load or broker it out based on covering it at that market rate.
Supply & Demand, my friends. It's not a rock band. It's the determining factor in what we do and how much we do it for.
