Nope it isn't good as it could be, here is what is a good idea - term limits imposed at the constitutional level with the repeal of the 17th amendment and a clear path to recall any sitting congressman within the same amendment.
He makes a good case but the confusion on how this would work would not allow it to work as intended and too many in congress would also limit the voice of the people by bogging down the process already in place. The problem right now is not that the house just doesn't listen but it is made up of career politicians which instantly defeat the purpose of representing the people. Having more career politicians means more money being spent and less representations. Case in point - Dingle. 57 years in the house, his father 25 years before that and his son sounds like he will be in the same seat when he kicks off. It is actually a sad commentary of our country and our political system.
However, the limitation of terms (2 for representatives and 2 for senators and maybe no representative going to the senate or vice versa) and the state to have a say in their senate choices with recalls for both would be more effective and a vast improvement than any other thing.
