I wouldn't mess with a "used" lift axle. You just don't know how they have been used (abused). Saving a couple hundred bucks me tink, might cost dearly in installation and safety costs.

It might also be, that if a couple weeks are that large an issue for you or, your drivers, then this may well be the time to "pull the plug". Or, take a looong hard look at where you may be better off doing things you/they don't wanna.

My $.02 would be that if you are not doing well as a Carrier with all the opportunity out there, your shortcommings will be multiplied as a Contractor to someone. I'd maybe look around your mode of operation a bit before taking any other action.
