Windows update or screwup

So my computer did a update before shutting down the other day now I din't have the up or down scroll arrows at the right side of the screen. I have to left click on the dark spot on the scroll bar hold and move the mouse up or down to scroll up or down. If anyone could help a brother out it would be greatly apreciated.

Give this a try.

Under System Preferences, General - click - Always show scroll bars.

I found tools and settings no system preferences.

I Googled the problem and seems that alot of people have the same problem after the update this week it seems to actually be a legitamate Chrome update so I will switch back to I.E

I hate updates
