What are safe ways for owner to pay for gas without being screw over?

Driver in Brown IH removed my fuel sending unit and got me for 40 gallons.

Driver paying for fuel also eliminates excessive idling, excessive speed and excessive wear and tear.

Sometimes eliminates drivers. Class 8 D parked near me has no APU and gets 6 mpg.
Everyone is losing in that deal.

As a Fleet owner I can say the way Panther has it set up is the best. We pay the fuel and 55% of the line haul can be added to the driver and the fleet owners card. We have it set up that 75% goes to the drivers card and 25% goes to the owners card. With Panther you can tweak the percentage up or down anytime. We haven't had any problems with drivers playing around with their fuel cards.
