Vehicle Tracking Question

Does anyone have any information about when vehicle tracking and notification systems started? Was it before 1999?

And what I mean by vehicle tracking and notification systems is, for example, a system that uses a GPS to track a vehicle and then send information and that vehicle to an end user.

Any help would be HUGELY appreciated.
