I reckon the Freight Bill is the Tariff, less the discount, but it's also the Tariff, less the discounts plus the FSC, tolls, and other accessorial charges including Lift Gate, Inside delivery, special handling, dual driver, or constant surveillance.

We tend to use the words tariff and freight bill synonymously.
