Tractor Trailer Registration

Hi ~

Wondering if you could point me in the right direction.
I bought a used 1987 Eager Beaver trailer (22 tons) a few years ago. When I bought the trailer I am not sure if I remember getting a bill of sale, but I do have the title.
Is there a way to register this trailer in Rhode Island with just the title? I am being told by the DMV that I need to have a bill of sale, which I don't. Does this mean this trailer is junk? How is this possible?

Over here across the river, we need a bill of sale so we can pay tax on it. If we don't happen to get one, we make our own ;)
