Doug Stanhope can be a complete reprobate, but he occasionally makes some good points. One of them was his bit in which he says that government at all levels should be limited to 10 laws. Total.
We could start with a few of the easy ones that everyone agrees with: laws against murder, rape, kidnapping, etc. That would take care of most of the ten. The rest could be the picayune mix-and-match laws like "No masturbating on the bus" or whatever.
Any time they want to pass a new law, they have to have a referendum to decide which of them gets repealed to make room for the new law. That way, no one group gets screwed all the time.
"Ok, so I can't smoke in a bar now, but at least I can masturbate on the bus again!"
