To bulkhead or not

As a kid growing up I saw one of my Father's drivers killed,that would have walked away with a belt.
Also saw a guy go with his brother on Christmas day to spot a trl. Driver probably had heart attack and both perished.
There's no good answer.
Known fact: if you wear one you can avoid a cheap ticket.

Im thinking the best thing would be some strategicly placed etrack in the bunk area. Strap 'em to the etrack....seems to work for freight?
