Not very intelligent of Mr. Karakrah. I found the wording in the following paragraph a bit odd. Driving on a never-issued license. Isn't that the same as driving without a license? I guess it just shows he never bothered to get a license. Maybe he should have received three never-issued traffic citations.

The actual law broken is "Driving/Never Issued License." How the Sun Times (and everyone who mindlessly and unquestionably repeated it) came up with that I'll never know. At least a fake drivers license is real, but a never-issued one isn't even a thing.
