Well, generally I know that gummint could screw up a two-float parade, but I didn't address their capabilities, just that there's merit in releasing the non-violent so we can lock up more violent criminals, and for longer.

I also favor, while we're at it, a panopticon-style prison system in which prisoners are all housed in individual 8x8 cages on wheels. You'd reduce expenses, the number of guards needed, prison violence, eliminate the problem of petty criminals going in and coming out hardened criminals, etc.

I think they should reopen Alcatraz prison or better yet find some remote island out in the middle of the ocean with no way off, lots of sharks around, no food, no water,no medical care, no housing, etc and dump all the prisoners there
