Obama has gotten every post in his political career with little or no experience. Further, it appears to more than a few of us that he moved up the ladder without doing much in the post he had at the time.
He had a lackluster career in the Illinois senate, he did zippadee nothing when he was junior senator from Illinois and we hope he doesn't do much as president-- because when he does do something it tends to be expensive. So, why should it be different if he moves up to pope, or the position above pope?
