Walgreens: no new Medicaid patients as of April 16

Walgreens will stop taking new Medicaid patients in Washington state as of April 16, saying it loses money filling their prescriptions.

Effective April 16, Walgreens drugstores across the state won't take any new Medicaid patients, saying that filling their prescriptions is a money-losing proposition — the latest development in an ongoing dispute over Medicaid reimbursement.

The company, which operates 121 stores in the state, will continue filling Medicaid prescriptions for current patients.

In a news release, Walgreens said its decision to not take new Medicaid patients stemmed from a "continued reduction in reimbursement" under the state's Medicaid program, which reimburses it at less than the break-even point for 95 percent of brand-name medications dispensed to Medicaid patents.

Walgreens follows Bartell Drugs, which stopped taking new Medicaid patients last month at all 57 of its stores in Washington, though it still fills Medicaid prescriptions for existing customers at all but 15 of those stores.

Doug Porter, the state's director of Medicaid, said Medicaid recipients should be able to readily find another pharmacy because "we have many more pharmacy providers in our network than we need" for the state's 1 million Medicaid clients.

He said those who can't can contact the state's Medical Assistance Customer Service Center at 1-800-562-3022 for help in locating one.

Along with Walgreens and Bartell, the Ritzville Drug Company in Adams County announced in November that it would stop participating in Medicaid.

Fred Meyer and Safeway said their pharmacies would continue to serve existing Medicaid patients and to take new ones, though both expressed concern that the reimbursement rate is too low for pharmacies to make a profit.

The amount private insurers and Medicaid pay pharmacies for prescriptions isn't the actual cost of those drugs but rather is based on what's called the drug's estimated average wholesale price. But that figure is more like the sticker price on a car than its actual wholesale cost.

Washington was reimbursing pharmacies 86 percent of a drug's average wholesale price until July, when it began paying them just 84 percent. While pharmacies weren't happy about the reimbursement reduction, the Department of Social and Health Services said that move was expected to save the state about $10 million.
Then in September came another blow. The average wholesale price is calculated by a private company, which was accused in a Massachusetts lawsuit of fraudulently inflating its figures. The company did not admit wrongdoing but agreed in a court settlement to ratchet its figures down by about 4 percent.

That agreement took effect in September — and prompted a lawsuit by a group of pharmacies and trade associations that said Washington state didn't follow federal law in setting its reimbursement rate, and that that rate is too low. The lawsuit is pending.

"Washington state Medicaid is now reimbursing pharmacies less than their cost of participation," said Jeff Rochon, CEO of the Washington State Pharmacy Association.

Pharmacies that continue to fill Medicaid prescriptions at the current state reimbursement rate are "at risk of putting themselves out of business altogether," he said.

How can you attach this to "Obamacare", which hasn't come to a vote? Looks to me like a corporate decision to maximize profits.

LOL, Ahhhh the fed funds the largest portion of Medicaid. The states have already been told they will be expected to enroll more people with less funds from the fed...more "unfunded mandates".....and it will only get worse with the cuts to medicare....

Of course it will be more. What is their next coming achievement? You got it. Immigration reform. Jobs? Of course not. They need to get the amnesty thing going fairly soon because they need additional votes come November.
Immigration reform started last week. Don't believe that was an accident.
Have to use taxpayer money again in order to buy them.

Yeap immigration is next...and just yesterday La Raza came out yesterday and said they weren't happy with the barrycare bill because it didn't do enough for illegals...and the "spanish" senate caucas isn't happy either...but as soon as this immgration comes alive....they will both fold in support

So...the CBO sayes it figures 10 million people who have health insurance that they get through their employer no matter if they pay part of the premium or not, they will lose there coverage because it will be cheaper for the employer to pay the fine instead of the cost of the insurance....

when that happens, they will then have no choice but to go to thr government "pool" for their coverage, because barrycare as writtten in the senate bill will not allow "new" private policies....

so much for keeping your insurance if you like it.....

Republicans assail IRS provision in health care bill

Republicans assail IRS provision in health care bill - The Hill's On The Money

House Ways and Means Republicans on Thursday assailed a provision in the proposed health care reform bill under consideration this week.

Subcommittee on Oversight ranking member Charles Boustany (R-La.) said the IRS provision in the bill "dangerously expands, in an ominous way the tentacles of the IRS and it's reach into every American family," he said today during a press conference.

"This is a vast expanse of power," he said.

Boustany said the bill would allow the IRS to confiscate refunds if there are penalties for not buying health care.

Lawmakers have questioned whether the IRS can handle the increased workload to oversee, administer and collect penalties for people who don't buy health insurance.

"This is increasing tax liability and tax scrutiny," said Rep. Peter Roskam (R-Ill.).

Ranking member Dave Camp (R-Mich.) said many Americans have already rejected the call for health care reform for other reasons and an expansion of the IRS should only add to call to "kill the bill."

Taxpayers could be required to buy insurance under President Barack Obama’s reform proposal by 2014 or face penalties of roughly $325 per individual that the IRS would collect.

Assuming it becomes law, the Congressional Budget Office expects the IRS will need roughly $10 billion over the next 10 years and nearly 17,000 new employees to meet its new responsibilities under health reform.

"We're going to fight to the end to see that this does not pass," Boustany said.

What is funny in a sick sort of way is that the IRS will being enforcing the law that they don't have to be part of.

Also just using the numbers provided here, 17,000 employees if hired on day one would be $58,000.00 per IRS agent. So since we know they wouldn't be hired on day one, how much do you think the average pay will be for the new insurance cops?
