I can't say I know of any that specialize in the west coast, though there may be some local companies out there that we in the midwest are not aware of. I can say that when with Fedex our truck would do pretty well running within CA, the more difficult part was getting something back east. So, would think if you're in CA you might do ok, particularly if you're near LA. Probably not so well in some of the other states.
