It's surprising that the Republicans - especially the presidential candidates - haven't jumped all over this. Of course we can't expect the MSM to report on this usurpation of power, but one would think it should be a real hot button issue in an election year.

Regarding the 450M rounds - the DHS probably had some money left over in their budget and some bureaucrat decided they had better spend it or risk getting that amount cut next fiscal year. So much for eliminating wasteful govt spending.
