Everybody is different. That is why all of these cookie cutter rules are useless. There are far better ways to provide for safer work on the roads. The government is not using them. They are going the opposite way.

Of course there going the opposite way, there is no control in doing things that actually benefit the people. The more complicated the more " regulations" needed!
