PETA is a very destructive organization that is cause a lot of damage to modern, science based, wildlife and habitat management. They are also caused much needed funds to be diverted from their intended use to fight bogus law suits. They, and their supporters, are at best very misguided and lacking in education.

They're are already laws on the books which prevent harassment of hunters, fishermen, and Wildlife. Pennsylvania is working on one that specifically mentions drones, just to make sure it's clear, and Illinois already has such a law.

Michigan is also working on a series of bills concerning drones/hunting etc.

All hunter harassment cased must be handled by the proper law enforcement agencies, whether they take place on public, or private, land.
