Well I would agree but I didn't see just mid level people being involved, just look around, the low level person at the DMV isn't the mid-manager but the guy/gal who controls your life. They are part of the system, as much as the Social Security case worker who controls the lives of those who are given to him/her to fix - they are all the same.

Appointees come and go, they may start out as outsiders but most likely they move up the ladder and through the system by working the system which in turn they protect the system and the next one who is picked that came from the system continues to protect it.

They don't have to answer to their boss, they have a system which allows them to do the minimal amount of improvement to be retained.

You know...If the low level workers you refer to had half the power you think they do, government might actually be in touch with the real world.
