Although that company has changed VASTLY since its inception, one thing that has been made crystal clear over the last 7-8 years is that they are a software company. The burden lies on the users to either check the credit of the brokers or check the legality of the carriers. Period. It's not confusing.
They provide software and data services for a fee. And it's clear lately that they will collect that fee from just about anyone. So the "filtering" from the broker and carrier sides lies on the carriers and brokers.
