South Dakota Gov. Mike Rounds has signed a bill into law that repeals a $5 surcharge on mentored youth big game hunting licenses.

Money derived the surcharge from the state Game, Fish and Parks Commission is dedicated to hunting access and wildlife damage management programs.

Already exempt are licenses to take fur-bearing animals, one-day small game licenses, predator and varmint licenses, migratory bird certification permits, youth deer licenses and youth small game licenses.

Yes, most states do. Michigan has gone as far to lay out rules for hunters that are legally blind. They have set rules about how much site is required and if they can see with the use of scopes they can hunt. They are required to have a fully sighted person with them.

The Maple River flooding area (for waterfowl)near St. Johns Mich has dictated blinds for handicapped hunters set up..Other areas do also but this is only place I can think of right now..Anyone hunting with a handicapped person this is a good place to go,,Lots of birds there on the right day..Never found it overly crowded either for public land...Good area has everything the flight birds are looking for
