The refiners are having an even better time of it.
10% of capacity goes down; demand for product increases; cost of supply goes down (Presidential release of your national supply) and what do you have?
The stock prices in companies like VALERO have risen at rates not seen since the "Internet Bubble" in the late '90's.

But, the FRENCH (of all people)have made a small dent in their costs.
They threatened an EXCESS PROFITS TAX against the two largest oil companies; ELF and BP France!
So guess what; the price of fuel has declined in France.
3 Euro cents yesterday and a further 3 Euro cents today.

An excess profits tax won't happen here in North America.
Too bad.
