It means he will do what they want but has to wait until after the election so it can't be used against him.

Ie he will be doing something not in Americas best interests.

It becomes harder to apologize right in front of a election. But I am sure he is telling them that once the election is over he can go back to ignoring Congress and the Constitution.

He's not the first and won't be the last. That doesn't make it any less abhorrent or make him any less disgusting and despicable nor does it make his dumber than dirt liberal morons supporters any less culpable.
