Explain why he was.
Many say it's because he believed in tiny government, and that the government should not interfere with business in any way. He signed into law the Revenue Act of 1924, which was extremely popular with both politicians and the people, and served as a cornerstone in his presidency. The Revenue Act effectively cut the income tax, expanded the estate tax, and reworked the transfer tax (by creating the gift tax). It resulted in far less money coming into the Federal Government, which is something in which Coolidge strongly believed.

One of his most famous quotes was, "Taxes should be lower, and fewer people should have to pay them."

To Coolidge, this was the most important thing in the world, so you can see why he was popular then, and is nearly a legend in some circles today. He attempted, time and time again, to lower the taxes paid by the average American to the Federal government. He also attempted to ensure that the public debt would not increase, and, as a condition for this, froze all public spending. This allowed for the removal of 30% of the national debt, and seemed to be a great indicator that his Presidency was doing the right thing.

However, while people were paying far less to the national government, the states, now stuck with the social projects tabs, were taking in more and more from the tax payers. In fact, in 1927, several states’ budgets passed that of the federal government. In Coolidge’s America, people were becoming more reliant on the state, actually paying more in taxes than they were before, and creating an unstable system which could not be sustained.

Of course, only a few years later, this bubble popped, leading the country into the Great Depression. Yay.

The Historical rankings of Presidents of the United States haven't been kind to Coolidge. In many surveys he is consistently ranked on the Top 10 Worse Presidents List, usually stuck right between John Tyler and Herbert Hoover or Millard Fillmore. He has an overall ranking of 30, which is pretty bad.

The great depression was brought on by lack of international trade triggered by international reaction to smoot halley tariff bill. Combined with the colapse of the German economy because of debt. Herbert Hoover raised taxes on grew the fed government He ran on "chicken in every pot" platform.

Franklin Roosevelt campainged as a conservative so he beat hoover, but he contin.ued hoovers policys and compounded them with moe nonsense like NRA minumum wages etc.
