Why can't police also be voluntary?
There is no federal law or constitutional requirement to have a law enforcement officer be employed by the state or city, is there?

because without basic laws and structure, such as an impartial police force to uphold law, leaving justice to the courts, you have what can turn into mob rule.
Say a little girl is raped and murdered. People believe it's the pedophile living in their community. Do they gather him up and give him due process (REAL due process, not a kangaroo court)? No... likely, because of the fury they hold for the purportrator of the attack, they'll jump the gun and execute him before he has been tried and convicted.
The job of a police force is not only to protect the citizens from the bad guys, but to also protect the alleged bad guys from the citizens.
