Yes.
The results of his actions illustrates a problem with leadership.
Even though he did do something beyond what was expected after getting into trouble, his leadership led them to a point of no return and that trouble. Asking other members who you are leading is not leadership, making a decision and sticking to it is.
It may have been the Navy's turn for a MoH and that's all but the accoladed given out to him seem to be a little higher than deserved. There are many many many more people who have done much more in their military careers that may have deserved a lot more than the MoH but received nothing at all. I met one such man who charged a building with Japanese shooting at him, he was the last survivor of his group and he killed 7 Japanese and that saved a lot of lives. He got a "job done well" and went on fighting.
