I wouldn't worry about it, it was placed there by a DOT officer. IT is covered by the regulation.
CSA 2010 seems to be panicking a lot of people for some reason, especially Phil.
Prepass and ezpass transponders seem not to be targets, but other things may be. The regulation as it was explained to me was to stop the number of stickers and crap from accumulating on the dash and windshield - sort of from the COE days.
When people start getting tickets for 18 inch sun-visors which leave 4 inches of visual space and publicize it, then they will do something right. But until then, my prepass and other transponders are sitting at regulation limits and functioning.
I am not moving anything either. I have nothing in my line of site. It will be interesting when "heads up" displays make their way into the heavy truck market.
