In New Jersey, if a human is not buckled into his car or truck seat, it is a $46 fine. If your pet is not buckled in, the fine is $250-$1,000 and up to six months in jail.

New Jersey has long been identified as the state where its citizens enjoy the least amount of liberty. Connecticut is a close second.

I love the last line in the USA Today piece:

"More than 5,400 Americans die each year in car accidents caused by distracted driving, primarily as a result of cellphone use, Martinez said."

My word, if that's not a clear cut case for pet restraints in cars, I don't know what is. <snort>

Its sad that our justice system has gotten to a point where an animal is worth more than a human being.
However I think the fine for having rover on your lap while driving should be at least 250 bucks just for the fact it is more dangerous than talking, eating, texting while driving. Think abbout it, how often do you see somone being who cannot steer arround a corner or hold thier lane because they are distracted by or have an animal on thier lap?
I never understood the reason for animal restraints in vehicals its called training Any animal I have had in a vehicle learns early to sit or lay down in a car its that simple. Ofcorse Ive been accused of being a controll freak on a few occasions but theyre entitled to MY opinion (humor) but only if I say so..
The fine should be for stupid people who wont controll thier pets.
We already know when passed it wont just be an offense for distracting animals it will be for rover not buckled in, BTW Im yet to see an animal restraint except for a crate that actualy works.

Again, when it comes to a commercial interstate commerce,
they will have a problem in courts enforcing such role on an out of state, Federally regulated CDL holder & Vehicle.
they can regulate the crap out of an intrastate carrier,
but it will take only one bored, well funded, driver to flip it over.
same happens with the Alabama steel coil testing, NYC hood mirrors, ports, and some CARB stuff.
