I don't read every post, or every thread, and neither do the mods. The ones we see, or the ones people report, get looked at, though.

When those types of pictures, and the members who post them become too tiresome, too annoying, or simply more trouble than they're worth, there are some very effective ways to deal with the situation. There are virtually unlimited combinations of permissions that get granted, or not, for entire user groups or individuals. For example, granting the permission to post in a carrier forum, or the permission to post in the Soapbox Forum. Or granting permission to start private conversations, or receive them, or edit your own posts. If you abuse a privilege, you lose it. We have one member who isnt banned, but he can't post in the Soapbox.
One interesting little section of the Permissions looks like this:
