The laws that protect the vilest creatures are the laws that protect the rest of us, including you. If even a child molester is outside of the law's safeguards, then you might find yourself there one day, too.
We all commit, on average, five felonies a day, and we can all be "had" any time the crimson eye of Cerberus turns our way. That includes you.
As for protecting your family goes, I imagine you're familiar with the jurisprudence on the matter, specifically that a threat isn't considered to be credible or compelling enough to justify lethal force unless three conditions are present:
1) the one making the threat has to demonstrate INTENT to harm you;
2) he has to have the CAPABILITY to harm you;
3) and he has to have the OPPORTUNITY to harm you.
So if someone has 1 and 2 but is half-a-world away, lethal force is still not justified. Had he had a rifle in his hands, running toward a field of battle, sure, light him up. Otherwise, no.
The same goes for Iran's navy. Watch 'em like hawks, but until they take some hostile action, they're free to sail the Seven Seas IN INTERNATIONAL WATERS.
