The debate is not even close to over.
Here is just one of the many presentations regarding that aspect: I chose a presentation by the National Association of Manufacturers since manufacturing is a key aspect of the debate.

Although it is not necessary, I will mention that I am neither Pro nor Con. I am just looking at both sides as an interested student of free market economics.
The debate is over for the majority of people, those that believe propaganda from NAM may get confused though. NAM has a long history of being anti-worker rights and putting out propaganda. Their members make tremendous amounts of money by outsourcing jobs so they aren't giving some unbiased opinion on manufacturing.
