It is sad that the actions of a small majority may have contributed to the deaths of many. FEMA, the first wave of LA. National Guard, and N.O. Police Dept. were not prepared for urban combat and sniper attacks. There were rows and rows of emergency vehicles prepared to go in, but were told to wait until they could have been escorted in.
Many EMS and rescue workers refused to go in.
Who wants to walk into that situation unarmed?
