Possibly in other cases, but I think his remark to Giffords was taken in the spirit intended: making a joke to lighten the atmosphere, which was maybe getting a little overboard on the emotional side. He certainly has the cred to make jokes about "the elephant in the room", while everyone else was welcoming her back, but not mentioning why she was gone. Really - what does one say in that situation - "So sorry you got shot"?
