I don't know that governmental alphabet soup agencies really play a part in Polydactylism, since it is a generic congenital deformity that affects humans, dogs, cats, brown howler monkeys, and Oprah Winfrey. The gene can be dominant (usually in the mother) or recessive (usually the father), depending on the gene. The fossil record shows the early tetrapods were all over the place with regard to numbers of digits as they evolved from finned appendages to limbs with digits. Remnants of those early days of trial and error evolutionary biology are still with us.
