You want to fix the problem at shippers and receivers? Make detention pay and dry run charges punitive. Charge enough that it hurts and get rid of the free hour or two that a lot of people give. You wouldn't need government regulation if people were getting nailed for every TONU and every hour of detention past 30 minutes. The problem is that the driver's time isn't being respected, so make the driver's time extremely costly and people will start respecting it more.
